J&K: Mobile internet services, snapped earlier on Afzal Guru's death anniversary, restored

The mobile 2G internet services, snapped earlier, on Sunday (February 9) keeping in view the death anniversary of Mohammad Afzal Guru, the 2001 Parliament attack convict, has been restored.

This is the second time the internet services were snapped in the valley after it was restored on January 25. Notably, it was shut down by the authorities for a brief period of time on Republic Day, citing security reasons. Data services were in a suspended state in the union territory after the Centre abrogated Article 370 from J&K.

Political outfits including the Jammu Kashmir Liberation Front (JKLF) and All Party Hurriyat Conference-haD called for a shutdown earlier in the day in the valley on the occasion. Following the call, establishments remained closed in Srinagar and there was little to no public transport in the valley.

Reacting to the bandh, the Jammu and Kashmir Police had filed an FIR against the JKLF leaders who have called for a strike on Afzal Guru's death anniversary.

Moreover, another shutdown has been called on February 11 that mark the death anniversary of Maqbool Bhat -- founder of the organisation National Liberation Front (NLF).

Mobile data services and internet access were allowed across Jammu and Kashmir with restrictions on January 25. The internet speed was restricted to 2G only. No whitelisted sites were allowed, moreover, social media, peer to peer communication and virtual private network applications were restricted.

The development came after the Supreme Court on January 10 asked the authorities to review the restrictions in J&K and observed that access to the internet is a fundamental right under Article 19 of the Constitution.

On January 24, the Home Department of the Jammu and Kashmir government had stated, "Pursuant to directions related to the regulation of telecom services, issued on 14th and 18th January 2020, the law enforcement agencies have reported no adverse impact so far. However, they have expressed apprehension, of misuse of internet for the propagation of terror activities and incitement of the general public by the circulation of inflammatory material, coordination of activities inimical to the security of the State or maintenance of public order, etc."

Clampdown on internet services was imposed in Jammu and Kashmir after the Centre's abrogation of provisions of Article 370 on August 5 last year.
